FACTORS BEHIND DIFFERENCES IN IMPLEMENTATION OF LAND USE PLAN: THE CASE OF MVOMERO DISTRICT, TANZANIA

A study was carried out to assess factors behind differential outcomes from the implementation of land use plan in four Mvomero District villages. It was a comparative study that adopted a cross-sectional research design.

The study found that factors for land use plan implementation include; leadership, by-laws, land users and uses, whether fluctuation and climate change, external agencies and community member composition.

The study concludes that the contradiction of land use plan implementation outcomes in Mvomero villages was the result of factors for land use plan implementation which influenced and depended on each other in different ways in each village.

Based on this conclusion, the study recommends that there is a need of viewing LUP implementation as a system during formulation and implementation of LUP and considering the relationship of factors during planning and implementation.
